Edit: Actually it looks like it isn't an access denied error, it's the result of the Java installer and MSIEXEC.EXE evaluating the location of C: Windows System32 config folder differently, and it manifests itself specifically when you install a 32-bit version of Java on a 64-bit installation of Windows. renaming the file to end with .properties (was .cfg before)
use different line endings (Linux / Windows)
minimize the number of options in the config file to just REBOOT=Disable
run as administrator
explicitly cd /d into the directory of the installer
